We use them to talk about the existence, presence or absence of something.
If we are talking about a singular element (1), we will use there is: "There is a cat" --> Only 1 cat. If we are talking about a plural element (2 or +), we will use there are: "There are two cats" --> More than 1 cat.
Negative
We need to put the VERB TO BE in negative: There isn't a cat. There aren't two cats.
What about questions?
Time to twist! We change the order: Is there a cat? --> Yes, there is/ No, there isn't. Are there two cats? --> Yes, there are/ No, there aren't.
