Policy Purpose
The purpose of the Access, Orientation, and Intake policy is to establish who is eligible to participate in YWCA’s federal and state funded adult education program as outlined in WIOA and Act 143. The policy also outlines the program’s practices for intake of new participants and student orientation. Student intake and orientation procedures explain the programs and services available and provided.
Policy Statement
YWCA Tri-County Area, ETC does not discriminate in its educational programs based on race, color, national origin, [sex] gender, sexual orientation, disability, age, religion, ancestry, gender identity or any other legally protected category. YWCA, ETC does adhere to the state and federal policies that addresses enrollment of young adults into the ABE program. The program is open to participants from ages 16 and above.
This policy aligns YWCA’s adult education student intake and orientation practices as addressed in the state and federal policies and the Pennsylvania Department of Education Adult Education and Family Literacy Guidelines.
YWCA’s Adult Education and Training Center regularly evaluates its practices as related to student intake and orientation for alignment to state and federal requirements as well as measuring the effectiveness of these policies and practices with student retention, persistence and student measurable skill gains and goal attainment.

Access refers to eligibility and how clients of PACareerLink Services access information about Adult Basic Education
PA residents 18 years+ that are not enrolled in a secondary school program
Foreign Students may enroll in ESL or HSE classes
Does not discriminate in its educational programs based on any legally protected category
Age Requirement 16-18 years olds must have officially withdrawn from school and provided an official wishdrawl letter
Dually Enrolled students in post-secondary education
Federal law does not permit immigrant foreign students who hold a F-1 Visa to enroll in publicly funded adult education programs.

PA CareerLink®
YWCA Tri-County Area’s Adult Education and Training Center (ETC) partners the county PA Career Link’s® one stop service delivery system. PA CareerLink ® clients access useful information regarding adult basic education at the YWCA through direct linkage through technology, specifically by connecting clients to an SSA through their direct phone numbers through calls or SMS messages. PA CareerLink ® clients access the telephone number for the YWCA through pamphlets, flyers, and direct referrals from PA Career Link Counselors.

Orienation Timeline: Post-Covid, orientation is conducted on a 1:1 or small group basis
Programs are encouraged to provide program overview and barrier screenings first to determine if a student's schedule and resources allow for consistent participation in class and to provide referrals as needed.

To ensure complete and accurate data collection Face-to-face Intake appointments: SSAs must review the questions and sections with the student(s). Students are not to complete the form without SSAs guidance. Students must give informed consent for Release of information statement. SSAs will use the scripted guide to explain the Release of Information, and Third party release forms.
