The highest authority was the Sapa Inca, the military chiefs and priests helped him. The Yanaconas worked all their lives serving the Inca State. The people paid tribute to the Sapa Inca.

This empire had 12 million inhabitants, they had an army that controlled the town, they punished those who opposed the Inca, they worked several hours and all the town paid taxes.

The first Inca settlements were located in Cuzco. Their great organization, social, political and military allowed them to grow as a great empire
