Shō Tai became King of Ryukyu at the age of six and reigned for nearly 31 years. Many Okinawan people are in agreement that political rulers from Japan and the United States need to give them their freedom back. Instead of being suppressed by each country they, still have a deep respect for each country they just want to be separate from them.
Apprehensive of western interest, Japan tightened its grip by sending a military detachment in 1868. Weary of Okinawan objections to its military forces, Japan abolished the royal government in 1879 and annexed Okinawa as a prefecture.
The Amami Islands were returned to Japanese control in 1953. The remaining Ryukyu Islands were returned to Japan on June 17, 1971. America kept numerous U.S. military bases on the islands. There are 32 United States military bases on Okinawa Island by the U.S.-Japan alliance since 1951.
The agreement is divided into nine major articles that specify the details of this agreement. America returned control of the Ryukyu Islands and the Daitō Islands (also known as the Okinawa Prefecture) to Japan, if the United States Armed Forces could occupy Okinawa as well have access to its facilities.
So I believe Okinawa is under control because of, two countries, Japan and the United States.
