Forms of Government
The forms of government in Athens were multiple types. It started with a monarchy but also had an oligarchy and a tyranny before ending as a democracy. The democracy in Athens split into three parts: the assembly, council, and courts. Sparta, however, was an oligarchy. Also, Sparta had a 28-man council and assembly of the Spartans.

Social hierarcy
In Sparta, the structure is determine by physical strength, and no one by birth belonged to any particular class. Sparta's structure consisted of kings and the Council of Elders, Perioeci, and Helots. Athens was completely different, however. Their social structure was upper class, middle class, lower class, and separate slaves. Also, in the Athens' social class, women were not considered in them at all.
