We use the Past Continuous to indicate that an action happened in the past tense. AT SPECIFIC TIME

Negative sentences: To deny a sentence in the Past Continuous tense, the following structure must be used: Subject + auxiliary verb (to be) + "not" + verb +ing.

To form the "Continuous Past" of any verb, we have to take into account that it is composed of two parts: the past of the verb to be (was/were) and the root of the main verb.
