1891: The Three Prisons act
The three prisons act is the origin of the Federal Prison System, the first three federal penitentiaries were authorized: USP Atlanta, USP McNeil Island and USP Leavenworth. The directors were supervised by the Department of Justice Official, but the prison was mostly manage autonomously by them.
Federal Prison Industries (FPI) also known as UNICOR was created by the Congress in 1934 as an owned government corporation. FPI is an important program that helps the offenders to develop work abilities which will help them in the future with the transition from prison to life in society.
The Department of Justice was involved in the war on terrorism, so the BOP was. That’s why the BOP activated the Counter-Terrorism Unit which consists in identify the inmates involved in terrorism activities, and then, analyze the communication of inmates’ terrorist.
1930: Bureau of Prisons' creation
1974: National Institute of Corrections etablished
The Bureau of Prisons (BOP) were created and has the mission to manage all the Federal Penal and correctional institutions but was also charged with the regulation of these institutions. It’s the Congress that established this bureau within the Department of Justice, the first BOP’s director was Sanford Bates.
The National Institute of Corrections was established to furnish technical assistance to the State and local corrections agencies, law enforcement, and judicial staff. It was created with the aim of conduct surveys on correctional system issues, develop national correctional goals but also to sustain a corrections information center.
