Indian statistical system

Iss-an overview

The Indian statistical system (ISS) developed essentially as an administrative statistical system decentralised over the states. Since statistics are generated as by-products of administration, the system is the most economical and suitable for our vast country. The division of responsibility for administration between the Union Government and the State Governments is based on a three‐fold classification of all subjects; the Union List, the State List, and the Concurrent List. The last category represents the areas where both the Union and State Governments can operate.

The Central Government acts as the coordinating agency for presentation of statistics on an all‐India basis even in fields where the States have the primary authority and responsibility for collection of statistics. The Ministry of Statistics and Program Implementation is the nodal agency for all statistical activities at all‐India level. The State Directorates of Economics and Statistics (DESs) carry out the responsibility of coordination of all statistical activities at the State level and keeping liaison with the MOSPI for the purpose of coordination at all‐India level, and for maintaining norms and standards in the field of official statistics.

Iss-an overview

Following this structure, the Indian Statistical System is primarily decentralized with elements of central supervision. All‐India large‐scale statistical operations, such as Population Census, Economic Census, Agricultural Census, etc., are mainly Central activities, with substantial involvement of State agencies in data collection. The State Governments and statistical organizations of the States also collect and generate data on a number of variables.

MAIN FEATURES OF ISS

  • The Administrative Statistics System is its major component.
  • It is laterally and vertically decentralized.
  • In it, not only data collection but also compilation, processing and preparation of results are carried out by the States for most of the sectors.
  • It is the State-wise results, which flow to the Centre, and statistics at the all-India level are obtained as the aggregates of State-level statistics.

Ministry of agriculture

The Ministry consists of three departments viz. Department of Agriculture and Cooperation; Department of Animal Husbandry, Dairying and Fisheries, and; Department of Agricultural Research and Education(DARE). Each department has its own statistical set-up.

The Ministry of Agriculture is broadly responsible for formulation and implementation of National policies and programs aimed at achieving rapid agricultural growth through optimum utilization of the country’s land, water, soil and plant resources.

MINISTRY OF AGRICULTURE

  • Aimed at achieving rapid growth in agricultural production, livestock production & preservation, dairy development, fisheries.
  • Promotion of agricultural research & education.

AGRICULTURE CENUS

  • Agriculture Census is conducted on census – cum – sample survey basis The whole operation is completed in 3 phases:
Phase – I Phase – II Phase – III
  • In Non-Land Record States, the data is collected on sample basis following household enquiry approach.

Agricultural Statistics Division

  • Division of the Directorate of Economics & Statistics maintains State-wise estimates of area, production and yield of 44 principal crops (27 major and 17 minor)
  • These estimate are available under the two broad seasons of kharif and rabi.
  • The estimates are updated annually in the month of February/March.

Agricultural Statistics Improvement Division

Components

Objective

  • Implements the scheme of “Improvement of Agricultural Statistics (IAS)”
  • To collect and improve the quality of agricultural statistics Statistical System in India 2009 5 of principal agricultural and horticultural crops
  • Timely Reporting Scheme (TRS)
  • Improvement of Crop Statistics (ICS)
  • Establishment of an Agency for Reporting of Agricultural Statistics (EARAS)
  • Crop Estimation Survey on Fruits & Vegetables (CES-F&V)

Cost Study Division

  • The cost study division implements comprehensive schemes for studying the cost of cultivation of principal crops in India.
  • The data compiles state wise and crop-wise cost of cultivation and cost of production estimates of principal crops.
  • The department supplies cost estimates of different crops to commission for agricultural costs and prices.

Special Data Dissemination Standards Division

  • The work of Special Data Dissemination Standards (SDDS) Division relates mainly to collection and compilation of State and District wise data on Land Use Statistics (LUS) and Area, Production and Yield data.
  • Besides these, SDDS Division also computes data On quarterly production of selected crops on the basis of advance estimates of production and also generates report for CSO.

AGRICULTURAL WAGES

  • The Division collects data on Wholesale Prices, Retail Prices, Farm Harvest Prices and Market Arrivals of selected agricultural commodities from all over India
  • Advise the Govt. on price policy of major agricultural commodities. Minimum support prices (MSP) for major agricultural products are fixed by the Government.
  • Statistics relating to wages paid to different types of agricultural and skilled rural labour at selected centres are collected and compiled by the Division.

The section carries out mainly two functions: 1. Agricultural Prices 2. Agricultural Wages

Department of Agricultural Research and Education (DARE)

  • DARE was established in the Ministry of Agriculture in December 1973.
OBJECTIVE:
  • Promoting agricultural research and education in the country.
  • Department is the nodal agency for international cooperation in the area of agricultural research and education in India.

ICAR

  • Indian Council of Agricultural Research (ICAR) premier research organization scientific strength of over 600 network of institutions countrywide.
  • The Research set-up of the ICAR includes :
  1. 48 Institutes,
  2. 5 National Bureau,
  3. 12 Project Directorates,
  4. 32 National Research Centres
5. 62 All-India Coordinated Research Projects
