Participation voting in elections citizens can vote in local peoples congress elections, and these representatives elect the next level of government above them, so there is indirect democracy. in 2019, 90% of votes in the hong kong elections went to rpo democracy candidates. however, there are no elections for the president of china, or for members of the npc or standing committee. these national posts are all selected by politicians. not the people joining the cpc any citizen can become a member of the cpc, but they must first be nominated and pass background checks - it sometimes takes up to 2 years to go through the process. there were 88m members in 2018, which is around 1 in 12 of the total adult population. in 2019, 19 million people applied to join, but only 12% were accepted.
