We use impersonal report structures when we want to distance ourselves from information which is no necessarily our opinion. They are commonly found in reports and newspaper articles.

it + passive + that clause

  • It is claimed that even your financial records can be accessed.
  • It is reported that the damage is intensive.
  • It can be seen that prices rose sharply in September.
  • It is believed that an assassination attempt was made on the president.
  • It is known that the prisoner escaped through the tunnel.

Common reporting verbs

accept, agree, allege, announce, assume, believe, calculate, claim, consider, decide, demonstrate, discover, establish, estimate, expect, feel, find, hope, intend, know, mention, plan, predict, propose, recommend, reveal, say, show, suggest, suppose, think, understand

  • CCTV cameras are known to operate in more and more buildings.
  • The damage is reported to be extensive.
  • Underfonding has been acknowledged to have contributed to the problem.
  • The economy is expected to improve next year.
  • Knife crime is said to be on the increase in the western suburbs.
  • The verbs announce, decide, mention, propose, recommend, suggest are not so common with this structure.

  • There are now estimated to be more mobile phones than people in many countries.
  • There is expected to be more unrest in the city centre following the president's decision.
  • There are reported to have been several explosions.
  • There was thought to be another entrance to the building.
  • There were said to have been a lot of applicants for the job.
  • Common verbs: allege, believe, claim, expect, find, rumour, say, think.
