We use have to to say that something is necessary and don't have to to say something is not necessary.
You have to study for your test
Example: You have to bring sandwiches= you need to bring them.
She has to pay the car insurrance.
Negative: But you don't have to bring any drink. I mean, it's not necessary.

Must and have to
Mustn't and don't have to are different Mustn't is for restrictions, prohibitions. You mustn't be late for class (You can't be late, this is the rule) You don't have to buy a membership. ( It is not necessary that you buy the membership)
