Jefferson Pérez was born on July 1, 1974 in El Vecino, one of the most traditional neighborhoods in Cuenca, the son of Manuel Jesús Pérez and María Lucrecia Quezada.During his childhood, Jefferson Leonardo's life was like that of other children in the neighborhood, in the midst of economic limitations. Even his primary studies, which he completed at the Eugenio Espejo and Gabriel Cevallos schools, and then his secondary studies at the Francisco Febres Cordero School, he had to share them with some chores to help support his home. He has also made an effort in the academic field, obtaining a degree in Commercial Engineering, as well as a Master's Degree in Business Administration at the University of Azuay. Today he contributes to society through the foundation that bears his name to provide health, education and nutrition to children and adolescents of limited economic resources. This has even helped him to generate jobs for hundreds of people.

After his retirement from sports, Perez dedicated himself to study and fulfill business activities with his sports marketing company JP Sport Marketing, among others, in addition to creating the Jefferson Perez Foundation. In the 2019 elections he participated as a candidate for mayor of Cuenca for the Renace movement, but was not elected. Perez holds a master's degree in Latin American Government Studies from the University of Salamanca, a master's degree in Business Administration and a commercial engineer from the University of Azuay. Along with his business activity, the Olympic medalist created the Jefferson Perez Foundation, an autonomous institution of private rights with social purpose and non-profit, focused on supporting children, adolescents, families and other vulnerable people through the planning and implementation of programs and projects in the educational, health and solidarity practices.

Perez won the first gold medal for Ecuador in the Olympic Games in the 20 km race-walking discipline in Atlanta 1996. He later won the gold medal in the 20 km walk at the 2003 Pan American Games held in Santo Domingo (Dominican Republic). He set a world record (1:17:21) in the same discipline at the 2003 World Championships in Athletics, held in Paris. He was proclaimed world champion in Helsinki 2005 and world champion again in 20 km walk in Osaka 2007. Considered at the time one of the best athletes in the world in his discipline, he shares with Robert Korzeniowski the honor of being one of the best walkers in the history of this sport.
