Second-generation human rights are related to equality and began to be recognized by governments after World War II. They are fundamentally economic, social, and cultural in nature. Secondary rights would include a right to be employed in just and favorable condition, rights to food, housing and health care, as well as social security and unemployment benefits. Like first-generation rights, they were also covered by the Universal Declaration of Human Rights, and further embodied in Articles 22 to 28 of the Universal Declaration, and the International Covenant on Economic, Social, and Cultural Rights.
Today, many nations, states, or groups of nations have developed legally binding declarations guaranteeing comprehensive sets of human rights, e. the European Social Charter.

Economic, social and cultural rights make the State a positive example of responsibility in complying with the requirements of well-being and human dignity, that is, these types of rights are constituted in the form of positive expectations and stipulate the duty to do, the obligation of power.

social right
Social rights are human rights and have all their characteristics. Social rights are ethics, laws, or social rules, and are the understanding of the necessary conditions for satisfying people's social needs and promoting social tolerance and social solidarity. Social rights involve how people live and work together and basic necessities of life. They are based on the concept of equality and guarantee access to basic social and economic goods, services and opportunities.
At the European level, social rights are mostly codified into two conventions of the Council of Europe: the European Social Charter and the revised European Social Charter. This adds to the European Convention for the Protection of Human Rights and Fundamental Freedoms, which also includes provisions on social human rights.
cultural right
Cultural Rights are rights related to art and culture, both understood in a large sense. The objective of these rights is to guarantee that people and communities have an access to culture and can participate in the culture of their selection. Cultural rights are human rights that aim at assuring the enjoyment of culture and its components in conditions of equality, human dignity and non-discrimination.
ECONOMIC RIGHT
Today, economic rights are not deemed officially «justiciable,» meaning there remains significant controversy surrounding whether or not independent judiciaries should remedy a violation of the right through deeming government action or inaction unconstitutional and, to a certain extent, demanding legislative or executive response. The obligations imposed by economic rights work must be approached in the same way as they are with respect to civil and political rights.
