He is the head of the ancient Sumerian pantheon, and together with his wife Ki created the other gods and 7 evil demons known as Sebitti or Maskim Hul. That is a reason why he can command both - gods and demons. He seems to be having the nature of the fallen one - having both a light and dark side. He wears a crown of the heavens. Often he is invoked during Sumerian exorcisms to remove the negative beings, but also can be summoned for protection.
