What is Mahalwari system ???

  • Mahalwari system is a form of land revenue collection system by the British.
  • The entire land revenue system of the British had grave consequences.

  • The Mahalwari system was introduced by Holt Mackenzie .
  • This system divided the land into Mahals. Sometimes, a Mahal was constituted by one or more villages.
  • The tax was assessed on the Mahal.

WHEN WAS THE SYSTEM INTRODUCED

In 1822, a new system known as the Mahalwari System was introduced by an Englishman "Holt Mackenzie"

Places where it was introduced

  • This system was introduced in North-West Frontier, Agra, Central Province, Gangetic Valley, Punjab, etc.
  • The word ‘mahalwari’ is derived from the hindi word mahal, meaning a house or, by extension, a village.
  • During the 1800s, the British tried to set up their authority over the administrative structure of India, and set up the mahalwari system.

FEATURES OF MAHALWARI SYSTEM

  • Estimated revenue was added up to form the revenue that the village (mahal) had to pay in total.
  • The revenue was not permanently fixed and would be revised periodically.
  • The revenue had to be collected and paid by the village headman and thus, the role of the zamindar was removed.
  • It was introduced in the North-Western provinces of Bengal Presidency, Agra, Awadh (Oudh), Central parts of India, Punjab by Lord Hastings.
  • Collectors went to each village, measured lands, fields and recorded their customs.

Development of Mahalwari System

  • It played a large part in making the system more flexible. The process of preparing estimates of produce and rents was simplified too. It also introduced the fixation of the average rents for different classes of soil. This scheme functioned under Mettins Bird.
  • The processes of measuring land, examining soil quality was improved further.
  • The State demand was fixed at 66% of the rental value and the Settlement was made for 30 years.
  • The Mahalwari system of land revenue worked under the scheme of 1833 was completed under the administration of James Thompson.
  • The government of William Bentinck, the Governor-General(1828-1835), made a thorough revision of the Regulation of 1822, and thus the Mahalwari System was introduced. They realized that the result of the Regulation of 1822 was nothing other than widespread misery.
  • After a prolonged consultation, the Government finally passed a new regulation in 1833. The mahalwari system of land revenue was introduced by Holt Mackenzie and Robert Merttins Bird.

  • Under the Mahalwari system, the land revenue was collected from the farmers by the village headmen on behalf of the whole village.
  • Under the Ryotwari system, the land revenue was paid by the farmers directly to the state.
