INTRODUCTION

  • The Pay Commission is an administrative system that was setup by Government of India in the year 1947 to determine the salaries of government employees.
  • Since India's Independence, 7 pay commission have been set up on a regular basis to review and make recommendation on the work and pay structure of all civil and military divisions of the government of India.
  • Headquartered in Delhi, the commission is given 18 months from the date of its constitution to make its recommendations.

Second Pay Commission:

First Pay Commission:

  • First pay Commission was established on Januay, 1946 and it submitted its report on May, 1947 to the Government of India.
  • It was under the Chairmanship of Srinivasa Varadachariar.
  • Government employees should be paid a living wages.
  • The second pay commission was set up in August 1957 and gave its report after two years.
  • The Chairman was Jagannath Das.
  • It stated that the pay structure and the working condition of the government employee should be crafted in a way so as to ensure efficient functioning of the system by recruiting persons with a minimum qualification.

Fourth Pay Commission:

Third Pay Commission:

  • Third pay commission was set up in April 1970 and took almost three years to submit the report.
  • The Chairman was Raghubir Dayal.
  • Appointment of temporary employees, equal payment should be made for equal work, externally competitive compensation to prevent misbalance with other employees.
  • Constituted in June 1983, its report was given in three phases within 4 year. The commission had been set up on 18th March 1987.
  • The Chairman was PN Singhal.
  • It recommended that dearness allowance should be paid.

Sixth Pay Commission:

Fifth Pay Commission:

  • In July 2006, the cabinet approved setting up of the sixth pay commission.
  • The chairman was Justice B.N.Shri Krishna.
  • 40% increase in pay.
  • Group "D" category employees and compensation of secretary-level personnel has been recommended for substantial rise.
  • The fifth pay commission was set up in 9th April 1994.
  • It started functioning on 2nd May 1994.
  • Chairman was Justice S.Ratnavel Pandian.
  • It emphasizes on new means of recruitment and bringing innovation in training, performance appraisal , transfer policies and greater accountability of government employees.

KEY POINTS

7th Pay Commission:

  • The commission has recommended a 16% hike in basic salary + increase in DA and allowances like HRA.
  • The total increase will be 23.55% of the gross salary (Basic +DA+ ALLOWANCES ).
  • The minimum pay in government is recommended to be set at Rs. 18,000 per month.
  • Maximum pay is recommended at Rs. 2,25,000 per month.
  • Rs. 2,50,000 per month for Cabinet Secretary and others at the same level.
  • On 25th September 2013, then finance minister P Chidambaram announced that Prime Minister Manmohan Singh has approved the constitution of the 7th pay commission.
  • The 7th pay commission was headed by Justice A.K Mathur.
  • On 29 June 2016, the government accepted the recommendation of 7th pay commission .

CONCLUSION:

Pay commission are salary-fixing machinery of the central government for the employees of the public sectors and government employees. The commission has a team of economists, secretary/chairman of commerce and industries and representatives from relevant ministries under the chairmanship of retired judge.
