- Was held over two barges on Lake Constance, one with the stage structures, the other with an orchestra, were the inaugural performance.
- The first year of the event was attended by visitors from Austria, Germany, Switzerland and France. From the beginning the Festival Orchestra was the Vienna Symphony Orchestra which made a significant contribution to the festival's evolution and success.

Bars
Restaurants
Accommodation
Bars dot the edges of the lake and connect the city. Visitors to Bregenz can enjoy a drink of their favourite European beer or wine whilst watching the sun set over the lake ahead of the festival starting.
* Accommodation in Austria is cheaper than in neighbouring European Countries. In particular, Bregenz offers a cheaper offering for Lake Constance than the other side of the lake where Swiss and German hotels have a higher rate.*Hotels have minimum stay of 2 nights during the Festival
* Special buffet options * International food choices * Farm to table experience: tourist board encourages local farms to supply the restaurants in the town * Boat companies offer dinner onboard and then a transfer service to and from the venue.

Film puts Bregenz Tourism onto the International Screen
"Bregenz and the Bregenz Festival will profit enormously from this film because the Bond film-makers have managed to capture perfectly on screen the unique atmosphere of the opera on the Floating Stage. The Bregenz sequence ends with perhaps one of the most beautiful gunfights that I have ever seen in a film: a perfectly choreographed, silent action movie accompanied by Puccini's dramatic music," (Quantum of Solace 2008 Bregenz Festival, n.d.)
The impacts on the
Environment
NEGATIVES
POSITIVES
PRESERVATION OF THE NATURAL ENVIRONMENT:
- With the growing popularity of the floating stage of the Bregenz festival, the lake constance in Austria is appreciated for its picturesque landscape.
- Lake Constance is the second largest lake that centres european countries such as Germany, Switzerland and Austria
- More organisations are creating foundations and projects for the sustainability and protection of Lake Constance.
- Bregenz is a place on Lake Constance where tradition and modernity coexist harmoniously.
- The area is renowned for its architecture, pleasure, and the art of living
WASTE:
- Waste is the biggest issue in open-air festivals.
- The largest proportion of festival waste comes from food/beverage packaging, leftovers and single-use plastic cutlery (Dávid, 2009).
- Based on a limited data gathered, the EEA estimated in 2017 that noise pollution causes at least 500 premature deaths in Austria per year and accounts for approximately 2 800 hospital admissions.
- From the statistics of Numbeo, Bregenz got a high percentage (75%) of noise and light pollution.
TRANSFORMATION OF THE BUILT ENVIRONMENT
KORNMARKT, BREGENZ - TOWN SQUARE- The square's organisation, traffic control, and the development of event zones are all done to the fullest extent practicable by the size and arrangement of the landscape, rather than through fixed structures, signs, and markings.
FESTSPIELHAUS ON LAKE CONSTANCE- it was upgraded and extended as part of this complex initiative, developing it into a multi-use cultural, social, and business centre of international renown.
Economy
THE IMPACTS ON THE
POSITIVES
NEGATIVES
- Increased revenue for local businesses
- Job creation
- Extended stays
- increased promotion of the region resulting in more tourism
- Upgrade of the PA System for the Festival ensuring patrons can hear with clarity using world-class technology
- Exploitation of locals
- Community resistance to tourism
- Loss of community ownership and control
- Possible misallocation of funds and mishandling of funds
- Poor weather in July and August contributes to loss of attendees which in turn reduces income to accommodation, cafes and other tourism and hospitality operators
Positive Economic Impact:
Tourism Industry Contribution
The region encompassing Bregenz is called Vorarlberg. "Tourism contributed to achieve the objective of sustainably guaranteeing the basis of livelihood in all geographical regions of the province, an objective hich is also incorporated in Vorarlberg s Regional Planning Act." (The Impact of Culture on Tourism, 2009.)
6.1%
Catering and Accommodation
"Today, the tourism and recreation industry account for approximately 15% of the gross regional product of Vorarlberg. Tourism today represents one of the pillars of Vorarlberg s economy. The contribution of the catering and accommodation businesses to added value amounts to 6.1%, well above the Austrian average of 4.6%. The accommodation business registers approximately 8 million overnight stays each year, the visitors from Germany occupying a market share of around 65%. "(The Impact of Culture on Tourism, 2009.)
Negative Economic Impact:

Almost 50%
* Outdoor dining venues and bars close or reduce patrons during wet weather* Accommodation is cancelled and visitors return home sooner when wet weather impacts their main reason for visit to Bregenz - the Festival
Chance of rain
Socio-Cultural Impacts
POSITIVES
NEGATIVES
- Building community pride
- expanding cultural perspectives
- Introducing new ideas
- Validation of community groups
- Bad Behaviour due to substance abuse - This can lead to fights, glassing, and one-punch attacks that could have disastrous consequences.
- This can also lead to major financial loss due to high clean up costs and needing additional insurance and security costs.
- Vandalism costing taxpayers money to rectify the damage
- reduction in income and loss of patronage by providing the wrong or a 'Bad' image.
- Crowd Control - loss of control (calling in police etc.)
SPECIAL CONSIDERATIONS
- Dietary restrictions (e.g. Halal, Kosher, Vegan)
- Specialised dietary requirements (diabetic, lactose intolerant, gluten-free and vegan/vegetarian)
STRATEGIES FOR ENVIRONMENTAL IMPACT
NOISE REDUCTION
WASTE MANAGEMENT
G’scheit feiern
- Active noise control methods widely include certain noise barriers, dams, or embankments, as well as passive noise reduction by appropriate doors and windows for nearby citizens.
- Quieter driving may also be integrated into current campaigns encouraging "eco-driving" in order to reduce noise pollution, as well as reducing air pollution.
- Austria has launched an innovative initiative, 'G’scheit feiern' (celebrate cleverly) campaign, to minimize the impact of festivals to the environment.
- The positives of the initiative’s strategy are evident: pollution reduction, increased environmental understanding, and behavioural improvement promotion.
STRATEGIES FOR ECONOMIC IMPACT
Loss of community ownership
Wet Weather Impact
- Taking advantage of a community tourism grant to provide better wet weather solutions for the outdoor stage.
- Involvement with Tourism and Council stakeholders to improve outdoor dining options along the main restaurant strip of Bregenz to allow extending roof that can be retracted when not in use.
- The stage takes months to design and create. It is then left during the other months of the year relatively un-used as each design set lasts for two years.
- Encouraging more conference and local community events into the town during the non-festival season could enable the venue to be utilised in a positive manner. This would give back to the local community and allow them to feel they have access to the beautiful facility for their own selves.
- A Christmas pageant could be created and held in December.
Startegies for managing
Socio-Cultural risks
SUBSTANCE ABUSE
BAD/ANTI-SOCIAL BEHAVIOUR
- Entry control protocols such as:
- Use of ID scanners
- Codes of conduct and regulations associated with alcohol service
- Having drug dogs, bag searches, and declaration points (amnesty bins) at entry points to discourage the bringing in of illicit substances
- Emphasising intervention without penalties would be more effective as people would not fear declaring illegal items
- Rearranging entertainment to appeal more to young families and retirees:
- This decreases the incidence of anti-social behavior
- Increasing the security presence around designated alcohol-consumption zones
- Having a glass-free and/or alcohol-free event
