What problems are the city trying to resolve?
At the end of the First World War, living conditions in Vienna were dire, with many people struggling to feed themselves and the poorest residents crowded into sub-standard housing.

There are around 200,000 subsidized housing units in the capital. This means that almost half of Vienna’s housing stock consists of social housing and, according to municipal figures,

Vienna, on the other hand, has always retained ownership of its housing, which has kept rents affordable.
Between 1945 and 1956, 50,000 new homes were built. As a result, Vienna now has 220,000 municipal housing units, a quarter of the capital’s entire housing stock.

Vienna is not entirely immune to the increases in rental prices that can be seen in many European countries. Between 2008 and 2016, rents for privately owned housing Europe rose by more than 40 percent.
In the podcast the vote was unanimous in Vienna's social housing, one of their main points were that is important to mix people together in order to shorten the social gap between the rich and the poor.

In colombia homeless ness is a big problem there are 3.8 million households, nearly 30% of all families, do not have adequate homes (according to Ministry of Housing estimates from 2013)
In Colombia, there been a plan to solve this problem. As of 2012, the Free Housing Program (PVG) is created, or the 100% Subsidized Housing Program, which seeks through a subsidy not previously created, in kind, to grant free housing units to the most vulnerable households in the country.
