Political system
- first free election in 1994
- result is a constitution and a parliamentary system of government
- final constitution was adopted in 1996 and has been in force since February 1997.
- federal elements since the 1996 constitution
- comparable to the German system
- federalism, a state is made up of sub-states
- political system is made up of three powers
Executive
- executive power is made up of the president and his cabinet
- head of state and head of government
- nominates and fires the ministers
- elected every five years by the National Assembly
Judicial
- constitutional court is the highest authority in constitutional matters
- supreme court the highest court for all other issues
- most hearings in the local courts
- constitution guarantees citizens
- right to a fair, public hearing
- reasonable period of time for reaching a decision
- right to appeal
- judicial power must also be neutral and independent
Legislative
- two-chambers-parliament
- national assembly with 400 members elected by the people
- national council of provinces with ten delegates from each of the nine provinces
- national constitution elects and partly forms the government
- mostly the leader of the strongest fraction holds the position of President of the Republic.
- legislative period goes five years
