We continually hear about the European Parliament, it may even seem like a somewhat strange and complicated subject to understand, but ... what is it specifically about?

The EUROPEAN UNION (EU) is a grouping of 27 countries in Europe (until recently there were 28 but the UK decided to leave the group, you may have heard of the famous "Brexit"). These countries came together to work and thus be able to do better things and help each other. Unity is strength! In fact, the beginning of the EU is based on the idea of economic connection, thus trying to avoid possible conflicts (such as those that occurred in the past with the two world wars).

WHAT IS IT?
The EUROPEAN PARLIAMENT is an institution that represents all European citizens.
As Europe is very large, and we are many millions of citizens, each country of the EUROPEAN UNION elects some people (EURO MPs) to represent them in the European Parliament.
The European Parliament is the only multinational parliamentary assembly in the world and the only institution in the European Union that is DIERECTLY elected by citizens.
Each country decides how to elect its representatives, guaranteeing equality and a secret vote.
In Spain, the members of the European Parliament are elected through a process called direct universal suffrage every five years.
The last ELECTIONS TO THE EUROPEAN PARLIAMENT were in 2019.

The number of MEPs for each country is roughly proportional to its population, but following decreasing proportionality: no country can have fewer than 6 or more than 96 MEPs, and the total number cannot exceed 705 (704 plus the President).

PLENARY SESSIONS
In Parliament, MEPs are not organized by nationality, but rather are made up of political groups according to their political affinities.
In plenary sessions, deputies vote for European laws and adopt political positions through debates.

THE LEGISLATION IS PREPARED
Parliament has 20 committees and two subcommittees, each of which deals with a specific policy area. The commissions examine proposed legislation and MEPs and political groups can table amendments or propose to reject a bill. These issues are also the subject of debate in political groups.

THE LEGISLATION IS APPROVED
The plenary session is the time when all the deputies of the European Parliament meet in the chamber for the final vote on proposed legislation and on proposed amendments. They are normally held in Strasbourg for four days a month, but there are sometimes additional sessions in Brussels.

WHAT IS IT?
It is the executive body of the EU; that is, it is the only body responsible for preparing proposals for new European legislation and for applying (executing) the decisions of the European Parliament and the Council of the European Union.
WHAT DOES IT DO?
It proposes new laws for approval by Parliament and the Council. These laws must protect the interests of the EU and its citizens.
Manages European policies and allocates EU funds. Ensure compliance with EU legislation. Represents the EU at the international level.
WHO IT IS COMPRISED OF?
It is made up of 27 commissioners, one from each member country, under the direction of the president of the Commission. Ursula von der Leyen is the current President of the Commission.

ON LEGISLATION
It proposes and implements laws that respond to the objectives of the EU treaties. It ensures that legislation is properly applied, evaluated and updated when necessary. It is responsible for proposing new laws and these must defend the interests of the EU and all of its citizens.
Among others, the Parliament must pass European legislation, supervise the work of the European Commission on its work program and ask it to draw up proposals for laws, and decide on international agreements.
SUPERVISORY COMPETENCES
BUDGET AND FINANCING
It is responsible for preparing and proposing the budget and ultimately responsible for managing the EU budget. This budget will be used to promote various sectors and activities, in particular in the fields of agriculture, growth and support for employment in the EU regions.
It must approve the discharge of the budget, that is, the way in which the budgets of the EU (European Union) are spent and examine the requests of the citizens and carry out research on them among other functions.

INTERNATIONAL RELATIONS
Establish the EU budget together with the Council and approve the long-term EU budget (what is going to be spent in the future).
It is also responsible for drawing up European development policy and delivering aid around the world in the most efficient way possible. It negotiates development cooperation agreements and has a representation all over the world: the EU Delegations.

WHAT DOES IT DO?
The Council negotiates and adopts EU legislation, coordinates the policies of member states, develops foreign and security policy, concludes agreements between the EU and other countries and other international organizations and, together with the European Parliament, approves the EU budget.
The Council of the EU, also informally called "the Council", is made up of the ministers of the governments of each EU country. They meet to discuss, modify and adopt legislative measures and coordinate policies. Each minister is empowered to undertake commitments on behalf of the government of his country.
The Council is the main decision-making body of the EU together with the European Parliament.
WHO IT IS COMPRISED OF?
It is not made up of fixed members, but rather meets in ten different formations (as if they were different work teams) depending on the subject to be discussed. Thus, depending on the topic to be worked on, each country or member state sends the minister competent in that particular matter, for example, the Council for Economic and Financial Affairs (called "Ecofin Council") is attended by the minister of economy of each country.

WHAT IS IT?
Among other tasks, it decides on the orientation and general political priorities of the EU, but DOES NOT LAW. It deals with complex or sensitive issues that cannot be resolved at lower levels between the governments of the different EU member countries (intergovernmental cooperation).
It establishes the common foreign and security policy attending to strategic interests in defense matters.
With regard to the above institutions, the European Council can:
- ask the European Commission to draw up a proposal
- submit said proposal to the Council of the European Union for it to deal with.
The European Council, which brings together EU leaders, represents the highest level of political cooperation in the EU.
It meets in so-called summits (usually quarterly) in which the political leaders of the EU participate and are chaired by a permanent president; the current president is Charles Michel.
WHO IT IS COMPRISED OF?
It is made up of the Heads of State or Government of all EU countries, the President of the European Council and the President of the European Commission. Among other functions, the President of the European Council represents the EU to the rest of the world.
EUROSCOLA is the space reserved for all European youth in Parliament. Through this platform, initiatives and projects are carried out in which young Europeans can participate or benefit.
